The Australian skipper has secured 309 wickets in 71 Test matches with an stellar bowling average.
Australia's selection chief Bailey has confirmed that captain Pat Cummins will have a crucial role in the upcoming England-Australia contest.
Rumors had circulated that the 32-year-old might be unavailable due to a persistent back stress problem that was still troubling him.
Previous updates from the Australian camp suggested no final decision had been made regarding his involvement, with the Test matches kicking off on the 21st of November in Western Australia.
He revealed that Cummins is "building up" and remained hopeful about the likelihood of participating.
"We're aware that time is getting short and there are permutations around that, aside from the back issue, but additional elements," he commented.
"The outlook is good. There's strong faith that he will feature a significant role. Ideally starting in Perth. Should that not happen, we'll adjust."
Past Concerns
The captain missed the white-ball matches against India and New Zealand last month after scans revealed a stress reaction in his back.
There is a track record of recurring issues, with flare-ups in multiple past seasons leading to absences from three Australian summers in a short span.
The bowler mentioned he would be bold in recovery efforts in his comeback strategy to ensure his availability for the Ashes.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his rehabilitation but acknowledged it was "getting tight" for him to regain fitness for the first Test.
Contingency Plans
In case of absence, veteran batsman Smith will take over the captaincy.
Versatile player Green was withdrawn recently from Australia's squad for their limited-overs matches against India as a precautionary measure because of soreness in his side.
Bailey described it as a "minor" injury and mentioned that he'll feature in the state-level matches, so will be "well-prepared to deliver overs."
"We put so much time has gone into developing the strategy for him to be available for the initial game as an batting and bowling option," he elaborated.
"He was only going to play the initial matches anyway. The way he swings the cricket bat in white-ball cricket, should it hinder progress for another day, the choice was made to approach this more conservatively."
